Under the “30 days or free” guarantee (effective April 1, 2026), complete applications that are not processed within 30 business days are eligible for an automatic full refund of applicable passport fees. This guarantee excludes the CAD $25 consular services fee for adults and any urgent or express processing add-ons. The processing time begins once a complete application is received, and refunds are typically issued by cheque (within Canada and the U.S.) or by credit card or electronic transfer for applications submitted abroad.

The CAD $25 consular services fee for adults is non-refundable in most cases and is only returned if no passport is issued at all.

For urgent and express services, full refunds may be granted if the promised processing timelines are not met, in accordance with the Financial Administration Act.
