Hong Kong baby passport photo
Children in the HKSAR of any age need their own passport when traveling abroad. For a paper application submitted in Hong Kong, provide one recent color passport photo. If your child does not have a Hong Kong permanent identity card, provide an additional identical photo, for a total of two.
If you are applying for a child's passport, make sure the photo meets Hong Kong's requirements. This guide explains the printed and digital formats, the identity documents needed for a baby's first passport, and how to take a suitable photo at home.

Hong Kong baby passport photo requirements
A baby's passport photo must meet the Immigration Department's photograph requirements:
- Use a recent color photograph;
- Printed photo size: 40 mm wide × 50 mm high;
- Head height, measured from chin to crown: 32 to 36 mm, with space above the head;
- Plain white background;
- Full frontal face, centered, with facial features clearly visible;
- No hair covering the eyes or eyebrows;
- No shadows, glare, or overly bright or dark areas.
Keep other people and objects out of the finished photo, and make sure your hands do not cover your baby's face. For more details about the format, see our Hong Kong passport photo guide.
Hong Kong baby passport photo for an online application
You can apply online for an eligible child's HKSAR passport if the child holds a valid Hong Kong permanent identity card or an Acknowledgement of Application for a Hong Kong Permanent Identity Card. For the photo upload, use:
- JPEG format;
- A file size of 5 MB or less;
- For a camera image, at least 1200 pixels wide × 1600 pixels high;
- For a scanned print, a 40 × 50 mm photo scanned at 600 dpi.
The 600 dpi instruction applies to scanned prints, not every camera photo. The background and facial-position requirements remain the same. A successful upload does not mean the photo has been approved; the Immigration Department may request a replacement.
Here is an example:
Hong Kong smart ID card photo requirements
For a child under 11 without a Hong Kong permanent identity card, a first passport application in Hong Kong also requires an identity-card application (Form ROP3), signed by the parent or legal guardian. The extra identical 40 × 50 mm photo belongs to this combined application, not a separate universal baby smart-ID photo rule.
Children under 11 also need a school document with a school-certified photo or other proof of identity. If neither is available, submit Form ID641 and a copy of the countersignatory's identity document bearing their signature. These are the Immigration Department's child-application requirements.
Where can I get a Hong Kong baby passport photo near me?
You can use a local photo studio that offers Hong Kong passport photos. Before visiting, check whether it photographs newborns, supplies the required 40 × 50 mm prints, and can provide a digital file for an online application. Prices and packages vary, so ask what is included.
Photographing a newborn or toddler can take patience, especially in an unfamiliar place. Choose a time when your baby is awake and comfortable, and allow time for several attempts.
Taking the photo at home is another option if you would rather avoid a studio visit with your child.
Hong Kong baby passport photo guidelines
You can take your baby's Hong Kong passport photo at home. These practical tips will help you get a clear source image:
- Lay your baby safely on a plain, light-colored blanket or sheet;
- Hold the camera directly above the baby's face, without casting a shadow;
- Leave enough room around the head and shoulders for cropping;
- Keep the baby's head centered and facing the camera;
- Try to capture a calm expression with the eyes open and clearly visible;
- Use even lighting so the facial features are easy to see;
- Take several photos and choose the clearest forward-facing shot.
